The Key Laboratory of Environmental Protection Biodiversity and Biosafety is the main technical support unit of the Ministry of Ecology and Environment in the fields of biodiversity conservation, genetically modified organism (GMO) safety, and prevention and control of invasive alien species. It is one of the earliest scientific research institutions affiliated with the ministry that conducted research on biodiversity and biosafety. Its research on biodiversity observation and assessment, GMO environmental safety, and risk assessment and prevention of invasive alien species has gained attention and recognition from domestic and foreign peers. The laboratory closely integrates with the strategic needs of national ecological environment protection and sustainable development, takes the key tasks of national biodiversity conservation and biosafety management as the starting point, aims to achieve international influence with original achievements, and focuses on biodiversity investigation, observation, evaluation, restoration, and protection strategy research. It establishes and improves the technical system for environmental risk assessment, monitoring, and prevention and control of GMO and invasive alien species, bridges the gap between basic research and applied research, provides scientific decision-making basis for biodiversity conservation and biosafety management, and aims to build the laboratory into a world-renowned base for biodiversity and biosafety scientific research and talent training.
The laboratory implements a director responsibility system under the leadership of the affiliated unit, and its management is organized into three levels. The first level is NIES under the Ministry of Ecology and Environment, responsible for laboratory construction and operation, as well as supporting daily scientific research and operational funding. The second level is the academic committee, providing guidance and consultation on the laboratory's development planning, important projects, and major academic activities. The third level is the director of the state key laboratory, responsible for administrative management, scientific research, academic exchanges, and funding management. In addition, the laboratory is guided and supervised by the Ministry of Ecology and Environment, and submits annual summaries and work plans to the ministry on time every year.
The laboratory adheres to the operating mechanism of "openness, mobility, cooperation, and competition," regularly organizes experts to conduct related academic conferences or sends representatives to participate in domestic and foreign academic activities, and exchanges the latest developments in relevant fields. It adopts multiple forms, levels, and channels of joint methods to conduct research cooperation and academic exchanges with domestic and foreign higher education institutions and research institutions, such as joint research projects, exchange visits of researchers, lectures, joint training of graduate students, etc. The laboratory has developed management systems, regulations, and detailed rules, established instrument and equipment management systems and safety manuals, strictly regulated the safety management of hazardous chemicals, instrument and equipment, fire protection, laboratory waste, and regularly conducted safety and health inspections of the laboratory to ensure safe and orderly operation. It has formulated the 14th Five-Year Plan for the laboratory's development and carried out research work in accordance with the plan. The laboratory strengthens the construction of the quality management system, implements internal audits and management reviews, and improves the quality and level of laboratory work. The affiliated unit provides strong support for scientific research projects, laboratory operation, team building, and research conditions, and stimulates the innovation vitality of scientific researchers by setting up innovative team projects and special funds for basic scientific research business expenses. From 2019 to 2021, NIES provided more than 10 million yuan in funding support for the laboratory, effectively guaranteeing its operation and development.
